If dogs are barking all the time?

do you live in a "quiet neighborhood?" In other words, in determining if my neighborhood is "quiet" is barking a factor? Also, why does it seem everyone wants peace and quiet for themselves but could care less about providing it to others? Is this form of greed and selfishness common where you live?
