Cell phone calls that say number with held???

I keep getting these calls, at least once a day now for the past week. It sais number withheld, and when I answered the first few times no one was there. It was just a weird beeping sound, not like a fax, but kind of like an R2-D2 (star wars) computer sound. Any ideas? I am getting pretty annoyed!
