Can you purchase a car in N.C. if you do not have a driver's license?

I am asking this question as a way to get my younger sister out of a recent purchase. She is 18 and does not have a drivers license. She has been saving for a car for two years and went looking at a buy here pay here type lot. Long story short, a salesman talked (or swindled) her into to buying a car. He sold her the car for $7500 when the NADA and KBB value is only $3500. On top of that she put $2500 down and is paying 24% interest for 30 months. She got ripped off big time and I am trying to find any loophole possible to help get her out of this. The contract said she is not allowed any "cooling off period." Also she purchased the car on 5/2/08. Any help will be appreciated. If anyone has any advice or knows a loophole please forward me the web address to it so I can have some hard evidence. I contacted the lot and tried to negotiate on her behalf and the salesman told me it was a done deal and as is.
